How change file permissions htaccess in windows xp

මම මගේ local computer එකෙන් web site එකක් හදනවා(wordpress) එකේ htaccess file එක වෙනස් කරන්න බෑ නේ මම fileZilla එකෙනුත් කරලා බැලුව හරියන්නේ නැ
help need


(I'm trying to change the file permission of file(htaccess) for create my site
problem is, the file I wish to change is on my local computer can not change using right click or even using FTP file client (Filezilla ) not possible )
in windows xp

අර right click කරලා සිකුරිට්ය් tab එක click කරලා කරන වැඩේනම් හරි ගියේ නැ
