How to get owner information of a unknown mobile number?

I have a issues with few unknown callers are calling me in random times. their numbers are not available in truecaller. I blocked the numbers and also contacted the mobile operator and them the incident too. they also informed me of the method to blocked the number.

But, I want to know, is there a way to get to know the owner information of the number they are calling? it's a Mobitel number. I contacted the Mobitel, but they don't give the owners information to the 3rd party.

is there any way I can take that information? without putting an Entry in the police?

trucaller isn't recognising the number.. I tried but don't work,

is there a way to get that information? even by paying someone some amount?

this method alone isn't enough, if I have the address and the name of the bugger, then I can call him with that details as well and can handle the guy in a way that he will never ever think of doing something like this ever again...
