How to install a package in ubuntu?

hey i need some help on installing a package(tar.bz2)
http://downloads.sourceforge.net/freearc/FreeArc-0.50-linux-i386-alpha-2008-06-23.tar.bz2
that one on ubuntu how can i do it ?? i went to the package's root dir in terminal and typed make install some text displayed but i cant find a link to the program can some one help?

and one last thing im running on live cd do i have to install to hard drive to install packages?

Hey you can't do it in a live cd, install Ubuntu on hard drive. Then i can help you.

i'll install but ubuntu isnt getting my partition table correct now it says only sda no partitions are shown in partition manager im gona try formating a new partition and to install again post how it is done, i'll get to it after i install ubuntu thanx
