    Actually,the heart rate is under the direct influence of the central nervous system : Autonomic,consisting of sympathetic and parasympathetic systems : As well, several., power full neuro-transmitters that are influenced by the autonomic system. Many cardiac drugs, act upon heart rates directly by influencing these chemicals and their receptors.
    What I believe you are referring to is "automaticity" of the Sinoatrial(SA, pacemaker) node and to some extent, the AV
    node.: Given no other influences, they have an "inherent rate" or independent rate, as you described. As pointed out by another contributor, the AV node can initiate an "inherent" rate, if the SA node fails or it's impulses (depolarizrion) are not conducted ( i.e. heart block): However,it's inherent rate is much slower(40-60 BPM) than the SA node (60-80 BPM).
    There are many, many disease states that alter this schematic or substitute pacemakers, and conduction pathways but it makes my heart rate increase just thinking about them.
