+1 800-694-7466 call this number and explain to them how did you bought the device. If you can really prove that the device isn't reported lost or stolen, you could get them to remove icloud lock. they'll ask you to fax/email your receipts once they verify that your complain is legitimate. This is the only way I know and it worked with my iPad.
