They further says "The IMF has said Sri Lanka needs to whittle down existing debt to ‘sustainable’ levels before it can receive any aid." and nobody knows how long it takes to make the debt ‘sustainable’..

We should not look at IMF. They will request the govt to kill the consumers with unbearable TAX reforms.
Because to pay the loan govt still need to find the funds. So govt have no choice but to follow orders given by IMF.
This is the reason IMF says that it will take time to do debt controls/sustainability etc.

The best thing we have to do is end the corruption/ increase exports/ decrease imports.
The black money market has to be cleared off. So the CBSL has to void the 5000 notes and issue new ones asap.
Undials/Hawala's has to stop in some way and make sure the exports will not use any foreign accounts.

“IMF support will help Sri Lanka get commitments from creditors. The government has made a lot of progress on things which are generally supposed to be in favour of an IMF staff-level agreement,” he added."

Oh.. how sweet of him. I also wish that the things may flow like a charm as he believes. But in the real world, specially after the Argentina case, secondary ISB borrowers will act very differently than we think.
