Immediate Help - Not Qualified for Google AdSense

I got this E-Mail two weeks after I applied for Google AdSense. I am a banned user for illegal clicks on a different domain/Google Account in 2007.(that domain is no longer owned by me)
I posted an application for a new domain from a new Google Account with the same user deatils/address/phone number.And this is what I got yesterday.

Now I can't apply/login for Adsense via this Google Account anymore. This is what I get.

I think I got this mail because my site was not completed, it was just a forum installation without any data in it.

Can I apply for AdSense from another Google Account for the same domain with different user details?(of someone far away than my current location) or is this domain banned from Google AdSense forever?

Please guys I need help on this, is there any successful alternatives?

* For advertisers-don't try to advertise your similar reseller sites here, I need professional ideas and sites.

You can apply another adsense account with different email adress & try adbrite its good alternative to adsense
