This is very simple, and as far as I know works on the following Operating Systems:
Step 1 - Open up the Run prompt, on XP click it in the start menu. On Vista and 7 you must type it in the search box.
Step 2 - Type in 'gpedit.msc' in the textbox, and press enter / click OK.
Step 3 - Proceed to click Computer Configuration > Administrative Templates > Network > QoS Packet Scheduler > Limit Reservable Bandwidth.
Step 4 - Click 'Enabled', then change the percentage in the textbox from 20% to 0% (Do not include the % symbol)
