Internet buying and selling

Well,actually I'm new into this Buying and Selling thing via Internet.I'm not going to sell stuff actually what I'm hoping is to buy things via Ebay or Amazon.I heard that it is even possible to buy certain electronic equipment without any shipping charges.And also on top of that I want to buy a DELL Original brand new laptop,unfortunately you don't get ones from US,most of them are assembled in China if I'm not mistaken.

So guys I'm interested in this whole buying via Internet or this Internet shopping thingy.Can anyone give me some advice or step by step procedure in how to do so?

And finally I have 5 questions,

• Is it necessary to create a pay pal account for this?
• Would a VISA card do?If so,how to
• They have this top rated sellers what does this mean?
• Is the refurbished items the same as brand new?
• Actually at the end of the day is it worthy to buy via Ebay or Amazon without buying laptops locally?

I would be extremely thankful to anyone who would be willing to help me.This might be useful for newbies so the so called Elakiri Geeks!Its high time for you guys to help!
