is there any way to cash out Paypal credit?

I'd like to know if there's any way we can withdraw money to physical cash from Paypal? I've heard that Sampath's web card doesn't support this.

Is it possible for us to transfer Paypal credit to a local bank account?

Plus is Paypal Credit Card supported on local stores? Is there anyone who has one here? Please share your experience.
