I really don't like to compare. But this information is for the one who started the thread.
But here is a little comparison regarding the Lecture panel in UCSC and Mora IT.

With all due respect to the staff in both faculties, UCSC got more resources, see the number of people who got Prof and Dr. titles.
Just because of the faculty is in Moratuwa, does not mean you are getting into Moratuwa Engineering faculty. This is where most people get it wrong.
Something I wanna add is UCSC has more than one lecturer for a single module for most of the modules. (around 3 for some) So the lecturers split it up according to the parts they are good at. And there are also lecturers coming from UOC science faculty for mathematics, stat etc and some lecturers straight from industry... I dont know the condition at Mora IT to compare that to.
But one fact I know is that there was a shortage of lecturers at Mora IT around 2yrs ago. Dont know if there was a change in that, and I heard it from a very high official in Mora IT fac at that time so it has to be true (and he too recommended UCSC CS over Mora IT)
Just stating because you weren't aware of the IT Fac. But like you we dint have several lecturers for one course module.

Depends Based on what u r interested in mchan. If u expect the degree to give u everything, it will not take u anywhere. Its really nice to see someone having a clear idea on what he is going to do and trying to get prepared.
a fundamental programming knowledge is a must. First try to get the basic concepts.
Then you can focus on identifying the area u r willing to continue. For that, first two years give you more than basic understanding. Still i suggest you to learn atleast the basics of some(networking, database, web development...) while u wait at home till u get the letter. U will understand what to master by doing that(what ur heart asks from u
I knw this is a tough ask if u have no idea in CS or IT,
BUt i can assure u by the time u start the degree u can continue mastering whatever u want without being stressed about academics.
I really appreciate you taking the time to reply me. I'll keep them in mind. I started learning about basic programming but not networking, database and web development. (Really hard to find good free tutorials Fortunately I found a Lynda.com account thru Elakiri 
) I'll give them a try They teach us some Python in A/level ICT. Not much. Very very basic stuffjust learn some python, java basics and php
But I don't know a thing about other two. I'll try to learn them as well Thanks a lot..

And always read books, There are tons of knowledge in books, unmatched to on line courses
I don't recommend Lynda.com (It's OK to use Lynda as a supplementary source, but may not be good as a primary source). Try some university courses in edx.org or coursera.org. Those courses are made by Universities, So they have much more details and aspects than mere programming tutorials. On the other hand don't try to learn one specific programming language, Learn programming instead. There are great courses in edx.org or coursera.org on programming. Or you can try ocw.mit.edu. This site has recordings of actual lectures as taught in MIT. (ocw is my favorite for in-depth knowledge)
PS: This is what I found while trying to learn CS online. Hope they'll work for you too
