JSL TOURNAMENT RULES AND REGULATIONS


OFFICIAL RULES AND REGULATIONS FOR JSL GAMING TOURNAMENT 2009

General
1.Participation in the JSL GAMING TOURNAMENT is at the sole discretion of its officials.
2.All decisions which are made by the officials will be considered final.
3.If a JSL official decides that a player is acting in a manner that goes against the spirit and nature of the JSL, he/she may choose to remove that person from the event.
4.All games will use a modified version of the official World Cyber Games 2008 rules & SLCG, unless otherwise specified.
5.Players must wear their identification cards at all times within the tournament arena. Failure to do so may result in disqualification.
6.Players who are not registered as substitutes prior to the event will not be allowed to stand in for absentees.
7.All players/clans are grouped according to their date/time of registration.
8.USB flash drives and other external storage peripherals are strictly prohibited.
9.JSL is not responsible for the safety of any peripheral devices such as Mouse/Key Board/Headphones that are brought by the players.

Pre-Game
1.Players should report to the match referee at least thirty minutes prior to their scheduled start time. Games will not be held up for missing team members, and squads with late members will be forced to start short handed, or concede the game.
2.Players should be on their best behavior inside the tournament arena, and be civil and polite to all officials and participants. Excessive shouting, swearing, indecent attire will result in the player(s) being removed from the tournament arena. In the event of such a removal, no substitutions will be permitted.
3.Any external mice and keyboards must be installed within the 10 minute warm up time allotted before each game. Games will not be held up while players install their devices. JSL is not responsible for drivers or software that will not work with the hardware or software setups present at the venue.
4.The sides, maps, or other game specific variables will be decided via coin toss performed by the referees.
5.Once the observer has hosted the relevant game, the teams will join the game as instructed, and will wait for game specific instructions from the referees.
6.Where applicable, game lobby chat will be between the referees and team leaders only. Spamming, swearing, or unruly behavior during this pre-game phase will result in a warning, and thereafter disqualification. The referees will use the pre-game chat to ask each team if they are ready, and once the team leaders have replied, the game will begin.





In-Game
1.Ally chat is allowed in games that have the feature enabled. Chatting to players from the opposing team is strongly discouraged, and in the event of such cross team communication, the referees have the right to warn, and then disqualify the team or teams involved.
2.If a team requires the game to be paused at any time, the team leader must type ‘PP’ and wait for the referee to pause the game. Players are not permitted to pause the game themselves, and gamers who do so may be disqualified at the discretion of the referees. Teams and players who pause the game for no valid reason will be warned, and then disqualified, at the discretion of the referees.
3.Whenever technically possible, games will be saved every fifteen minutes.
4.If a team has an objection regarding their opponent’s play, its leader should first ask for the game to be paused, and then voice their concern to the referee, who will consider the plea and then take the appropriate action.
5.Disconnects and equipment failure will be dealt with on a case by case basis. Where applicable, and at the sole discretion of the referees, games will be reloaded. In these cases, the officials may decide to carry over the existing scores, or restart the match.
6.A team may concede via the leader, who will type ‘GG’ into the chat stream to do so. To this, the referee will answer ‘GG’, signaling that the game is over, and that the players can leave the game.
7.If a player leaves an ongoing game before the referee has ended the game by typing ‘GG’, it may result in the disqualification of the entire team.

Cheating
1.A list of known bugs and exploits will be supplied along with each game’s rules. Players should read and understand these loopholes, and know not to exploit them.
2.If a cheat is performed that does not significantly affect the outcome of the game, the player or team will be warned, and upon a second infraction, disqualified.
3.If a cheat has significantly altered the course of a game, the referees will disqualify the player or team without a warning, or restart the game.

Post-Game
1.Players must remain seated until the referees confer, and the result of the game is announced. Any celebratory activity should wait until after this process is completed.
2.Thereafter, players should unplug any external devices of theirs, and leave the area quickly, allowing the next team to come and take their seats.


SPORTSMANSHIP
All registrants are required to display the highest standards of conduct and observe common sportsmanship at all times. Profanity, harassment, derogation of one's religion, race, ethnicity, nationality, sexual orientation, or gender, defamation of the organizers, their staff, sponsors or affiliates, public cheating accusations, and/or other unsportsmanlike conduct, whether during or not during match play, will not be tolerated and may result in the suspension of offending player(s).





RULE CHANGES

The Administrators reserve the right to modify the rules as needed. This includes changes due to software updates or releases, event organizer decisions and all other changes deemed necessary to run a successful tournament. Teams are responsible to check the rules on a regular basis and prior to the event to ensure they are in complete compliance. Teams must understand that rules listed are guidelines to ensure fair and competitive play and are subject to interpretation by the administrators based on the spirit of the game.


COUNTER STRIKE 1.6



DEFINITIONS
Offense: Terrorist Side
Defense: Counter-Terrorist Side
Round: One 1 minute 45 second cycle on a map
Half: 10 rounds of play on a defending or offensive side
Half time: The period between halves in which teams swap sides
Match: First team to win 11 total rounds, or the single overtime round
Overtime: In the case of a 10-10 score at the end of regulation play, 3 overtime rounds will be played.
[FONT=&quot]LEADER[/FONT]: The player listed as leader on the registration, or any player who is officially acting as team leader in the absence of their actual team leader. Teams are required to notify the opposing team pregame who their leader will be for the duration of the match.

GAME FORMAT
Competition Method: 5v5
Players: 10 total (5 on each team)
Rounds: 20 rounds for regulation play
Max Rounds Format: 10 rounds as Offense, and 10 rounds as Defense per team until the victory condition is met
Victory Condition: The first team to win 11 rounds in regulation or the team that wins the overtime period.
Buytime: 30 seconds
Startmoney: $10,000 for overtime periods
Freezetime: 3 seconds
C4 Timer: 30 seconds

*The map pool may be changed prior to the tournament. Players will be informed of any such changes as soon as possible.


Side Selection:
·A simple coin toss will be done and winner is given the choice of being either Defensive or Offensive. Only the team leaders will participate in the coin toss.
·At half time, teams will switch sides
·Half time break will be a maximum of two minutes, at which point both teams must be ready
·All players names must be in the format of their team tag + gaming alias (i.e. TEAM_A | dEAth)

Setup and Configuration:
·Non-standard game settings or third party applications that affect game play are not permitted. Players found using either will be penalized at the administrator’s discretion.
·No Client Variables (CVARs") that yield an unfair advantage are allowed in match play. These CVARs include, but are not limited to, any commands that alter weather, alter the effectiveness of smoke/flash grenades, remove or lessen ambient sounds, modify textures to an extent that would yield an unfair advantage, modify lighting to an extent that would yield an unfair advantage, make any solid object or surface see-through or invisible or modify hitboxes and/or player movement in an unfair way. Interpretation of the legality of CVARs is left to the discretion of JSL administrators. Any use of restricted CVARs may result in a match overturn and/or suspension of offending player(s).

Changing any cvars that affect the game's visuals/graphics, or otherwise trigger materials / textures to be reloaded, is illegal. Additionally, when / if a player reconnects, or otherwise connects at a time during which the match is already underway, changing any such cvars is illegal.

Tournament Guidelines:
·Any disconnection issues that cannot be resolved by the players in the match must be brought to the attention of an admin immediately
·The use of custom sprays (anything otherwise not included by default in a Counter-Strike install) is not allowed.
·Any use of game exploits, cheats, or any other play deemed “unfair” by an admin may result in disciplinary action up to and including disqualification from the tournament.
·All players must be on and ready to play 15 minutes prior to their scheduled match time.
·Once the match starts, players will not be able to dispute a match on the grounds of match settings.
·Any intentional abuse of “PP” by a player on the server will be result in disciplinary action to be decided by an administrator
·In the event of a final regulation score of 10-10, overtime(s) is/are to be played to determine the winner. Overtime consists of 3-complete round consisting of the previous team sides and if this results in a tie, the same procedure is to be repeated if necessary.
·If a server crashes before 3 rounds have been completed, the server must be restarted, and the score should be considered 0-0. If the server crashes during or after the 4th round then the server is to be restarted, but the scores from the previous rounds will be retained.
·The tactical shield is NOT to be used in any JSL match. If one is accidentally purchased, it is to be dropped in a corner in your spawn area and not touched for the remainder of the round. The use of a shield will result in the forfeiture of the entire match.
·Player boosting is legal with any number of players. Any area that can be reached on the map is considered a valid position as long as the position is not used to exploit the map by seeing into areas that are not intended (IE: Boosting onto the ledge on catwalk of de_dust2 and jumping up and down in order to see catwalk or longA without having a direct view of them)

Map "glitches" such as boosting through an object to cross solid boundaries (IE: The hut's roof on de_nuke and through the roof in sewers on de_cpl_mill) are never to be used in competition.

·It is legal to plant in hidden areas or in areas not normally reached through the use of boosting or jumping outside of the normal bomb zone as long as it is possible to defuse the bomb through normal means, including the use of boosting, to reach the bomb; such a plant is still legal even if there are too few Counter-Terrorists to boost or otherwise reach the bomb to defuse if the assistance of another individual is required. Under NO circumstances are silent plants allowed; whether accidentally or intentionally, a silent plant will result in the forfeiture of 3 rounds by the offending team.

If the bomb is planted in such a way that it is obscured from view from all angles (such as planting to have the bomb hidden entirely by a crate), the same penalty will apply.

It is illegal to defuse the bomb without seeing a piece of it and/or masking the defusal sound by turning on your flashlight while defusing. A penalty of 3 rounds overturned to the other team will occur.


In-Game Messaging and Communication:
·Competitors are not allowed to use global in-game chat in an abusive, offensive, vulgar or spamming manner at any point during a match. This includes pre-match, intermission and post-match periods as well.
·When a match is live, only team captains are allowed to use global in-game messages between rounds or at half time, other players must use team-only in-game messages
·Violators of these rules are subject to penalties at the administrators’ discretion, which may include player suspension(s) or forfeiture of the match.
·All match disputes must be filed by a team captain during regulation play, or within 5 minutes after the match’s conclusion

VIOLATIONS

Map Exploits – It is illegal to use a map glitch/exploit that was not in the original intent of the game or mapmaker.
Slient or unrechable bomb plants - The bomb must be audible and planted in a position that is accessible without a boost. Also floating bomb plants are illegal.
Illegal Defusal of a Bomb – It is not allowed to defuse the bomb through a solid object. You must be able to see part of the bomb when defusing.
Flashbang exploits – Under no circumstances are flashbangs to be used in such a manner that they affect parts of the map that should not be flashed; examples from the past include the crate flash on de_dust2 that affects the B-site tunnels.

Clipping
– any boost where a player can see over, under or through solid objects is not allowed.
The penalty for any violation can be anything from a 3 round penalty to disqualification. Punishment for any violation will be at the sole discretion of the admin

-- Defense of the Ancients --


Map Version: Dota 6.57b
Competition Method: 5 vs. 5
Tournament Structure: Best of one game in group stage Knockout.
Match Length: Until a winner is decided
Match Winner: The player who completely destroys the opponent’s Ancient or if the opponent surrenders.

Hero drafting:

1. Both teams will be allowed to take out up to 4 heroes from the pool of heroes before drafting starts. This will work based on a 1-1-1-1-1-1-1-1 format. Teams can choose to stop taking out heroes before the maximum 4 heroes limit and their turn to take out the heroes will be void.

1. Team one will take out / skip the chance : 1 hero
2. Team two will take out / skip the chance : 1 hero
3. Team one will take out / skip the chance : 1 hero
4. Team two will take out / skip the chance : 1 hero
5. Team one will take out / skip the chance : 1 hero
6. Team two will take out / skip the chance : 1 hero
7. Team one will take out / skip the chance : 1 hero
8. Team two will take out / skip the chance : 1 hero

A maximum of (but may not up to) 8 heroes can be taken out before the drafting session happens. After the taking out draft finishes, teams will proceed to pick the heroes for the game.

1. Team one will pick: 1 hero
2. Team two will pick: 2 heroes
3. Team one will pick: 2 heroes
4. Team two will pick: 2 heroes
5. Team one will pick: 2 heroes
6. Team two will pick: 1 hero


Game Play

1. Sharing:
. Sharing of item is allowed as long as the game permits.
. It is not allow to suicide to pass Rapier intentionally.
. Sharing control is allowed

2. Item Limitations :
. No item is restricted.

3.Backdooring:
Backdooring is allowed. However, instances of teleport abuse are not allowed. You cannot use any form of teleport (furion skill, ignis fatuus, or Boots of Travel) to enter an enemy base UNLESS your creeps are already present in the base.

4. Hero Limitations
. No hero is restricted in the draft.

5.Winning: Completely destroy the tree or the throne of your opponent or your opponent concedes the game


Tournament Rule:

(*Note: Teams that broke the following rules and regulation would be disqualified. This decision would be made by the Chief Marshal)

1: Gamers must report to the respective game zone 10 minutes before the match. Participants who are late for more than 10 minutes will be disqualified.

2: Abusive behavior towards the staff will result with a permanent ban in which no foul language can be used to the opponents.

3: The Game Marshal has the authority to take disciplinary actions, as from the moment he enters the field of play until he leaves the field of play after the final whistle.

4: Once fixtures are fixed, neither delayed nor postponement will be allowed.


Disconnections:

1. Teams are persuaded to save their games frequently during a match in order to compensate for disconnects.

2. Disconnect before a hero has been killed (First Blood): match restart\

3. Disconnect after a hero has been killed: remake from the save game.

4. The teams must save game right after first blood

5. To account for the various situations of drops that may arise, the final decision will be decided by the marshal in charge after a detailed discussion with the team leaders involved using the below rules as reference.

6. If team 1 have killed 5+ heroes more than team 2 during the period of the last save game and the disconnection, then the disconnect is in the favor of team 1.
For example:
- At the time of the save game the score is 35-35
- At the time of the disconnection the score is 42-37 for team 1
- Since team 1 have killed 5+ heroes more than team 2, team 1 may now chose whether to continue the match or remake from the save game.

8. If neither team is in advantage then an admin should be consulted, unless teams can agree to a decision by themselves.

9. After a remake all players have to pick the same heroes as before, and must go to the same starting lane. On initial creep contact, the players may change lane.

10. It is allowed to use a disconnected hero, but it is not allowed to give his items to other players. The items may either stay on the disconnected hero, or be sold so the money is dispersed among the remaining players.


Abuses & Exploitation

1. A player is allowed to play for 1 team for the entire duration of the tournament. Any substitutes for a team must be approved by a senior marshal before the game starts.

2. Pause Abuse (Warning or Game Loss):
From the point after hero selection process is completed, pausing without any valid reason is disallowed.( Only captain has the authority to pause )

3. Bugs Exploitation (Warning , Game Loss or Disqualification):
No Exploitation of any known old or new bug discovered during play. Explanations like "exploiting/activating the bug unknowingly", "we had no idea this bug existed" or similar excuses will not be entertained. Participants/Teams are expected to know what these are.

Examples of Bugs:
* Earthshaker Fissure is not allowed to block the entrance and exit of bases.

4. Penalties Awarded:
Warning: After warning is given games goes on. If two warnings are accumulated then the team will be ejected from the tournament upon receiving the two warning.

Game Loss: Game loss given to a team mean the team loses the current game no matter what is the result of that game. A win would be awarded to opponent instead.

5. No foul language throughout the tournament. (Warning or Game Loss or Disqualification)

6. Player could immediately inform the Game Marshal if he/she finds out that a member of the match has violated a rule. Immediate actions will be taken by the game marshal.

7. We seek everyone’s cooperation to the rules and hope that by implying the rules to the league, everyone can have a fair game and most importantly, have greater fun.

Dear Teams,


Firstly I would like to thank everyone for their comments and suggestions regarding the JSL GAMING TOURNAMENT 2009, if there’s anything that you don’t understand or any suggestions which you would like to make then please do not hesitate to contact me. I know most of you dislike the idea of fy maps being used for Counter Strike at the JSL GAMING TOURNAMENT 2009. This is very clear with the great number of calls and emails I received after posting the map pool.

THE REASONS FOR OUR CHOICE –

This event is a part of the Java Sri Lanka Exhibition, the tournament will be held alongside this, giving an opportunity for all the clans to show off their true colors.

After considering the number of registrations received, we decided that we should give an opportunity to many clans as possible to participate in the tournament under the limited time. Basically all tournaments use de maps for their entire map rotation but we want to do something different. Most clans are used to the traditional tournament maps though we include these very same maps in ours we would like to start the event off with a fy map just like how most CS participants started off their CS gaming careers.

Though we have given three fy maps, we won’t be using all of them during the tournament. A fy map will be used in the first around. This will be a knockout around and the winner will obviously move into the second around. We will be using de maps from there on. The map rotation for Counter Strike will be posted soon.

The venue has been reserved for a limited time from morning to late evening, the day’s events needs to be finished within this allocated time. Considering this we decided on using a smaller map which is known well among the participants so that our time objective can be met while providing many clans the opportunity to participate in the tournament.

Like I mentioned early the fy maps will only used in the first around from there on de maps will be used. If a clan is to be titled the Champion of CS and the grand winner of the cash prize they need to be skilled at all the maps and not just the traditional tournament maps thus the reason to include a sniping map.

Last but not least this event is about having fun and building the Sri Lankan gaming community, an event that will allow everyone from amateurs through intermediates to professionals to prove their worth.
