They just consider benefits. If we were in a financial position like denmark  it's not a problem. For developing countries like us, money being invested matters.They are building an elevated highway from battaramulla to colombo. They can also build a subway instead of that. Both solves the problem. But subway would eat hundred times the initial cost and most of the time subway trains would be empty because of the low population. You need a hell lot of population for subways to be effective and viableSo denmark doesn't really need a subway. But they have because they can.</blockquote>
