Lagoons should be block off sea water in order to make fresh water reserves

Sri Lankas Lagoons should be blocked in order to make fresh water reserves similar to Singapore. They can be blocked by pumping sand from sea bed and installing dikes where needed. This will alivate problems with North , North Central, North West, Southern, and Eastern provinces fresh water shortages. Because the country could have huge fresh water reserves.

we should have a system to recycle the waste water which we dont do we just send it out to the sea which causes sea pollution. and we need desalinization plants
