Remove the battery, A/C adapter and whatever devices attached. Press and hold the power button continuously for 30 seconds. Then connect power and try to start again.
If this doesn't help, try to reseat the RAM chips.
Are you able to get into the Dell PSA Diags by hitting F12 several times as soon as you see the Dell Logo?
