Well CRRC Corporation Limited ( Chinese ) is the biggest in the world and many counties have placed orders with them ( including western ) due to their Tech and reliability / cheap price tag in comparison with Japanese and Korean and French counterparts. SL needs a metro system using exciting network with added tracks to keep the cost down and China could come in to play

A classic case comparison can be seen when looking at Vietnam. They have two Metro projects running. One in Ho-Chi-Minh City (Saigon) & another in Hanoi.

The Hanoi one is Chinese built, ran into huge cost overruns, serious delays exceeding two years and had several serious accidents. This is built by China Railway Engineering Corporation.

In contrast, the metro project by the Japanese (I believe Sumitomo) in Ho Chi Minh City has been accident-free. There has been some delays but it's on track to be completed in 2021 with a much superior Japanese workmanship & advanced engineering design.

UNP in 1977 started massive Mahaweli project in expidited manner (till then only Polgolla which was very samall project was completed) all five major resovoirs (Victoria, Kothmale, Randenigala(largest), Maduruoya and Rantebe) this was five year project. So LRT could have at least started within 4 years! Instead lot of time wasted for unwanted and insignificant things. Same is happening now
