its not a web browser. simply saying it is something like Flash. you can do many more using silverlight. and so much powerful than flash. you need the silverlight player to watch silverlight animations/movies.

i use both flash and silverlight frequently. its a part of my work. by experience i know that we can do many things in silverlight compared to flash. silverlight IDE is bit complex though.
