If you have the means, what about taking the "Student Visa → Work Visa → PR → Citizenship" route? Graduating from a university in your target country would likely be a huge advantage, wouldn’t it?
Yes, this is my final conclusion as well, though we also need to consider the cost in addition to the age. 😢

If you're considering Europe, I don't think age would be a significant factor, especially in the ICT field or other high-demand professions. German public universities are still tuition-free for all students, while Italy offers very low tuition fees. For example, the University of Pisa is free for all students, though admission is highly competitive. Most European master’s programs are two years in length, assuming you're considering a master’s degree. The UK and Ireland offer one-year master's programs with a two-year post-study work visa, although the UK is expected to reduce this to 18 months soon, if I'm not mistaken, which could save you a bit of time. Sweden is another good option if you can manage the cost. There are no limits on working hours per week, and if you secure employment and start paying taxes, you may become eligible to study for free, at least that was the case the last time I checked.
