Correct... Recently we did a tour of five countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan & Uzbekistan. They call themselves "Free muslims" thanks to Russia. They honestly say they are happy to be independent but still thankful that the Russians did offer them the freedom from radical Islam, and provided free education and free health care. Now they need to pay for the education and health, and that's another story.
Liquor is available 24/7 in shops. Only the older women wear a headscarf and that's also to signify they are married and nothing to do with the religion.
