I am pretty sure a sane parent wouldnt blame a child for this kind of thing and small girl wouldnt just stand there when someone is taking off their clothes I am pretty she'll just run screaming "ammiii". Maybe the age is bit different if this happened after she reached puberty and during her teenage years this whole story seems bit believable. And her mom screaming at her as well. This seems to be one of those building blocks of building a trust between you two. Maybe she's testing you to see if you trust her. Maybe she's lying and will tell you the truth few months later. If she havent lied before and you trust her. It all just boils down to what you want to do. Regardless what others say just listen to your inner voice and see what you actually want.
