it should be lower newer processors are energy efficient my old P4 idles @ 45C

energy efficient doesn't mean less heat. for example, e7200 uses a lot less power (~4W at idle ) than a e8400, but runs hotter. that's because intel went cheap and didn't solder the die to the heat spreader :/
besides, energy efficient really means doing more work per watt. means, the improvement in power is more than increase in power usage. (power usage doesn't always increase though)
