Tension was running high in Kalmunai town after a sailor was attacked by villagers as they had believed that he was an intruder into the village, Police said.
The sailor who was on a training programme had visited his uncle when the villages questioned him and assaulted him badly on Sunday night.
Police and the navy arrived in the scene and were trying to arrest the persons responsible when the villagers protested and closed their shops.
Police said tension was high as the villagers were trying to protest about any possible arrests.
