The government report should be a public document.. There is no need to reveal it by NYT. It can be access by anyone. These government reports are the same reports central bank publish in their annual report. These funds are clearly shown in these documents regarding this chinese projects. See the archives in central bank.

If so, Present government can take actions against MR. If they don't take action against it, that means present government approves frauds done by MR which claimed by NYT.
If these claims are true and still this government doesn't put MR in jail means, this government failed in both ways. They failed in stopping frauds happening in SL (current Prime minister is a the biggest reason for the billion dollar crime happened in Central Bank, most probably that could be the biggest theft happened in south asia) and bring other crooks that wasted millions of innocent people's money.
