The Tariff Committee recommendations apparently changed due to political pressure
Insiders in the Ministry of Energy say that the tariffs presented to the cabinet were not the tariffs prepared by the tariff committee, but what they were forced to make after external political pressure was exerted on them to reduce the same.
The first two images show the tariffs originally made by the tariff committee. The third image is a comparison between the committee original tariffs and what is in the final report.
Insiders claim some political appointees of the NPP government, who had no direct responsibility/relationship with respect to the tariff committee appointed by the Minister, were the ones who pushed for reduction. They lead organisations in the electricity sector.
According to the sources, to meet the target costs given by them, the Tariff Committee had to change plant factors, costs and ROE.
This is probably why the power sector reform committee is trying to amend the Electricity Act, and take the power to set tariffs away from the independent regulator to the hands of the Minister, so that the tariffs can be shaped on the whims of political operatives.
This is also probably why the National Electricity Advisory Council (NEAC) proposed in the current Electricity Act is planned to be abolished by the NPP. By abolishing the statutory body bound by transparency and accountability, with a permanent technical staff to analyse policy options, ad-hoc political actors can play havoc in the industry.
The company that stands to gain the most from this tariff fiasco is the country's largest diesel power plant operator, LTL, who just got handed another combined cycle diesel plant, which will generate electricity at Rs 75/kWh. Curiousier and curiousier...
