I have few questions:

01. I've seen ads for Outlander titled as "G Premium", "G Navi", "Safety" etc. What are those and what are differences??

02. What is the permit price for this?

03. How many KMs can this run with fully charged battery?

04. What is the fuel consumption in combined drive (electric + hybrid)?

For Permit should have to pay 6.4m as a duty

Those are the grades of the outlander. They have different options and features. As an example as i remember G premium has a sunroof and safety doesn't. Just do a google and find it.

02. What is the permit price for this?

With a new battery near 50km. After sometimes it reduces to around 30km.

04. What is the fuel consumption in combined drive (electric + hybrid)?
In city limit it will vary between 10-12 km/l. For long drives it will go around 15 km/l. based on your driving pattern.
