Maintaining safe voltage and thermal limits is the overclockers' responsibility.. hehe
I run my CPU @ 3.2GHz @ stock V with the Stock cooler without reaching 70C..
Usually lappies are almost running at TJmax under full load... lol

You don't need to touch voltages yet! You can easily reach 3GHz without increasing voltages in most cases.. (or even undervolted )
