Paypal merchant account

I am in a need of a Paypal merchant account. i have heard in SL we are not allowed to withdraw money and create merchant account. is there any way to create ?

please bump till i get a answer.

You have to make the PayPal account by adding a Paypal withdrawal accepted country as your residence country.
