Please help reg my computer

Im using a laptop with Vista business Genuine Os, but now I can not do most of the things with it

1. It takes >15 mins to load
2. After loading it says "Fail to connect to windows system event notifcation service" & asks to review System log as administrator - but can not view "system log"
3. Can not work as other users only administrator can do works - it is also for some limited works only
4. Can not connect to "Internet" -mobile partner is disabled ( now im connect through ubuntu)
5. I had Kaspersky genuin virus guard & I tried even after un installling it- but no use
6. most of the softwares not functioning Eg: DAP

Please help me guys
