SO DON'T USE ANTIVIRUS SOFTWARE
Thats not the problem macho, Your Firewall (which comes along with the AntiVirus) Blocks the connections as default.
You will be needed to set your Firewall settings to a similar setting like "When Firewall detects a new connection 1. Block (High Security Mode) 2. Unblock (Low Security Mode) 3. Ask me what to do
Select Ask me what to do option
Then when a new connection comes you will be asked whether to block/unblock the connection. If you block, The programme that you ruled (lets say Bittorrent or IE or Firefox) will not have any internet connection. If you unblock then it will connect with the internet. You can even select what types of data to be sent/not to be sent (in advanced filtering options-regarding the programme you selected) even if you unblock the programme!
You can apply rules like this for programmes seperately..
And you may have blocked your torrent programme by a mistake.. just select the <ProgramName>.exe and delete that entry in your anti virus guard's firewall filter rule programme setting list. You will be asked again what to do for that programme, if you see a advanced box with some options and if there is an option like "allow any activity from this programe" select it and select unblock and ok!
Talking about torrents;
use bittorrent for torrent downloading.. It has a special diagnose system.. renew the port everytime you start bittorrent (or the desired torrent programe). It can be done easily via Connection Settings just put a random number there in that 'port' box!... this may solve the problem..
