    not really. there is no such thing called skirt as a single cloth. it's just a category.under that category there are different type of styles. so as I said earlier Kilt is one of styles in skirt category. so as a common term you may call whatever style under skirt category to skirt. it's like you call everyone(inhabitants only) in Srilanka to Srilankans. there are lot of ethnicities in Srilanka. but still you can address them as Srilankans. not just Sinhalese,Tamils etc..
