Sending money abroad

Hi,

I have to pay a web hosting bill of USD 30.95. The problem is I don't have a credit card. I checked with the bank and they said that I would require special permission to make a bank transfer since the web hosting companies bank account is under a personal name.

I'm thinking of getting a international debit card but I don't know if paypal would work with it.

The web host only supports Paypal, Bank Transfer, and mail in payment.

What can I do

buy a sampath webcard...2500rs u can reload any amount u want and can use for 2years..
can be used with paypal as well
