Fist download these two sotwares

1. ImToo Video Converter Ultimate

2. Flash Player Professional

Install those

Then convert your video to swf using ImToo Video Converter

After that open the Flash Player professional and go to Tools then Screenserver Maker

then Browse your swf and make the screen server
