He couldn't have thrown in this direction.
But objects close to ground level
may not affected by an explosion.
When the Parliement was bombed at JR's time
Lalith Athulathmudali was hit by the first bomb and fallen.
That saved him from the next explosion.

Artillery shells fired have hit a makeshift hospital in the no-fire zone. Patients and bystanders died in two attacks on Saturday, while another 87 were wounded, the government official, who declined to be identified, told news agencies.
