Questions SHIPPING BILL OF LADING (BL) MATTER?

Hi Guys, Hope you all are well!

Posting after a very long time, this is a shipping matter! (I'm still learning stuff)

Can a BL be surrendered without the consent of the shipper/Owner (if the ownership of the goods is not transferred to importer) by the shipping line/Forwarding party? even if it's marked as Prepaid (Still Paid by the Importer- due to duties sort of stuff)?

if so, such thing happens, Who should be held accountable for this?

(As Per law in Sir Lanka)

Despite its prepaid or postpaid, complete autonomy to surrender/ telex release/ requesting seaway bl lies with shipper at the bl.

If shipping line (in the case of mbl)/ shipping agent (in the case of hbl) has issued such a surrender solution without the authorisation of shipper, they should be fully responsible as per my knowledge.
