Etisalat introduced this before but They charge Rs. 3/min & Dialog Only Charges Rs. 2/min

It's correct but it doesn't mean Etisalat is the only network can provide this
they were the 1st to do in SL but this is not copying
then, giving outgoing calls / SMS / 3G will be also a copy because some other network did it before

Allow calls from... anyone
in Skype Settings -> Calls -> Calls Settings -> Allow calls from... "anyone"

Follow the above Steps if you have not set it, otherwise you won't receive calls from the users who calls you using this service!

Did u allow calls from... "anyone" ? if not try it!
