if your Unlimited connection's speed is being limited with saying that you have been a heavy user and have been put into the heavy user's pool, visit the D the following URL..

according to the Telecommunications Regulatory Commission of Sri Lanka
SLT is only allowd to put Fair Usage Policy[FUP] only to the new connections and the existing unlimited connetctions should be left as they are, with out any FUP. therefore The Heavy user's pool is actually an illigal policy.
