that's not true I think u need to learn more about the new packages of SLT.
it may possible they introduce a new package system but first of all it need to be approved from SLT management board infact ,SLT has some shares belongs to one of Japanese companies so probably in management u can see them too, all u can see is new additional package ,nothing will be modified apart from that.
currently SLT has 3new main package systems

Guys i called Lanka Bell....n they said their download speeds are not depended on increasing customer base and if the customer base increase it will not affect the bandwith....only the single level from lanka bell station to the users place will determine the speed.....is this true....pl answer ppl who r using lanka bell....coz i wanna shift to it coz SLT suck n they are not gonna give the proper speed....im only getting 5-10 KBps....

Lanka Bell BB also like mobile broadband. Only difference is Lankabell BB technology (WiMax) and Fixed Position. (Same Applicable for Chalog ChaMax).

So Wireless BB mainly depends on the capacity of the Tower (Base Point) & the Signal Strength (Output Power / dB).

Since its a fixed point, signal strength will remain same unless there won't be any new obstructions between tower & home DAU (Direct Access Unit)

So the Variable for the Line Speed/Quality is the Tower Capacity. If the Tower Capacity not increased as new connections point to the same tower, your connection quality will be decreased.
