There is no point in blocking Gem mining and Treasure hunting. Government will not earn revenue. We need Government to give permits and legalize Gem mining and Treasure hunting without Damaging the Environment. The government does not know how to generate revenue.There are ship wreaks which are worth millions of dollars under the sea. People will not find artifacts without government permission. It will be illegally traded abroad.
