afaik, starlink not officially supported in Iran yet. that's why that 'firewall' solution doesn't matter much.
assume, if an indian fishermen smuggle a foreign starlink kit into the sri lanka, then you mentioned firewall of trcsl won't see any data go through that starlink kit.

My knowledge about nation-wide firewall is limited. I am telling this thing in layman's pov. Read about Greatwall and how china continues to modify it with the technologies in use..That is why there is trcsl to control the telecommunications.
I wish I had gotten into this stuff way before.
