The Police Law in SRI Lanka

It was with greatest disappointment we write this to you regarding the issue with parking at Ward Place. It all started when two traffic cops assigned to the Cinnamon Garden police came and asked for our license and issued a parking fine informing that we have violated the “Parking Rules”. Our vehicles were parked in front of our office where there was room provided by the Municipal council, when designing the pavements which is generally kept for parking. (I have attached a picture which would indicate the scenario). The officer bearing no. 69171 even took a picture of the location and the way the vehicles were parked from his cellular phone.
But we have been previously informed by another officer on duty (ones who travel on police patrol cars) to park the vehicles in the way we parked today, so that it would neither cause any inconvenience to pedestrians nor traffic. But today all of a sudden these cops came and issued us with a parking fine. Also when we visited the Cinamon Gardens police station, an Officer (who called himself as Indika) informed that Today he has asked his men to write fines to the vehicles which were parked on the road (although we have parked partially on the road and on the pavement) and not in the pavement and from tomorrow they would be writing penalties to the ones who are parked on the pavement. Finally he also mentioned that the pavement is there for the use of the pedestrians as if we were unaware of it.
It is also noteworthy that there was no indicator to inform that vehicles cannot be parked there. (There was NO, No Parking Sign) Since the pavement is done in such a manner, we have been parking the way we parked today for the past so many months. Therefore we seek your immediate attention over this matter and as to why officers from the same Sri Lanka Police are informing two different rules to the general public causing great inconvenience and displeasure?
