You may not be aware, but there is a thing called a nominal fee, that is used for the legal binding of a contract. You may have heard of Microsoft's transfer of its mobile division and Nokia to HMD, which also transferred for a nominal fee. As far as my knowledge goes, this fee was one USD. I think this is also the same; the government transfers lands for a nominal fee. The investors must use their own money to develop these lands.
