This happens when Uber detects someone might be trying to set up multiple accounts to take advantage of new user promos. Uber uses multiple methods to detect this.
1. Device Fingerprinting- Uber can detect if the app has previously been used on a device. Creating a new account on a device that already had a different Uber account on it will throw a red flag.
2. Duplicate payment information. If you use the same credit card on a different account, it will throw a red flag.
3. Duplicate phone and email addresses. If you try and create a new account using the same phone number and/or email address already used with a different Uber account, it will throw a red flag.
