yea that's true but men should learn how not to molest women.
that's what teach in Buddhism so women may NOT want to wear such clothes cause they have freedom.!! to wear whatever they want.
now think about a house where a thief everyday comes to steal your stuffs
what should you do then? just catch the thief or just protect your house or both ?
of course if u opened the house that the thief can easily enter it's obvious you will be stolen but it doesn't mean u need to close every windows,doors,air windows,hire a high security guard, and ready till thief gets to the home. it's annoying cause it lost your freedom totally , as a free man u may able to live in home as you wish.
so catch the thief is the best solution and with using small amount of protection to your house that doesn't break ur freedom. so women should be able to wear whatever they want which don't reveal too much of body. due to cultural troubles.
of course Buddha has never said to women wear this or that though put some small laws for nuns cause they are responsible for the religion mainly.
as a real Buddhism I know how to respect women ,cause we learn from themselves not someone teaches that, there is no need to wear such clothes cause no one care what kind of clothes women wear even they can go in naked. but sadly modern Buddhism in Srilanka were brainwashed in colonial ages so they now think in westernize mind, only few of think in real mind.

So basically what it says is that Muslim men are so animalistic that they can't really control their urges if they see a part of a women(For example hair). They tend to molest, rape women who has not covered themselves properly. Therefor women must wear the hijab to control these men.
