you should port forward that port with your router... Only then could u not get that error... and it would be best to add utorrent to ur trusted applications

aha....go to settings --->firewall ----> add utorrent , then add ur port (60***)
press ok...
now restart u torrent & see if the green arrow's coming

You have to open this TCP port using your router config, log in to your router and check where is the NAT and you can just add TCP
60522

Just keep in your mind if you are using DHCP in your PC then you will always need to change in your router config adding your LAN IP
