Meanwhile, a recent Cabinet approved proposal stated that the Western Region Megapolis plan prepared in 2004 to develop the Greater Colombo region and the Western Province would be revised to suit the present times and that the Cabinet has approved this proposal. While this proposal was submitted to Cabinet by Prime Minister Ranil Wickremesinghe, it proposed to transform the Western Region and the Colombo city into a attractive city and the regional financial and business hub. What is the Western Region Megapolis plan? Thos proposal was submitted to the Sri Lanka Board of Investment (BOI) by the then United National Party (UNP) government in 2004 and went unimplemented due to the change in government. According to this project planned with the assistance of architects and town planners of a Singaporean firm CESMA, proposed to turn the Pettah and surrounding areas into a trade centre, to transform the areas surrounding the Beira Lake into a recreation and entertainment centre, to establish shopping centres at Slave Island and its surrounding areas and implement development projects at certain areas within the entire Western Province. This proposal also included a 30-year duration multi-storied housing project for Colombo’s shanty dwellers. While the main Colombo area would be divided into 12 zones according to the Western Region Megapolis plan, it would identify areas for the establishment of new towns, eco-zones and sites for the construction of homes. This project planned to include the joint efforts of the state as well as private sectors. When Singapore’s Foreign Minister K. Shanmugam visited Sri Lanka last February, the new government requested assistance to implement this project designed by a Singapore company.
