What was that film

That someone rape other's wife. Husband checking on traines every day for years to find the perpetrator and Police finally find him only to release him as a result of government deal. Once the policeman who were in charge of the case went to see the husband he was surprised to see that husband doing good despite the fact that the raper is living free.
Later he find out husband was holding captive the raper.

One of the very best film I ever saw. I think its foreign one
