Since you are applying off-shore (Outside Australia), they give first priority to the job category you are applying for and then comes the other aspects like IELTS, experience, your degree etc. If your degree is assessed under a category in the SOL, you may try the rest but without having that , it's hard to get a chance. Because, SOL is the list of positions or else the identified skills that Australia needs to fill up. So if your assessed job category is not included, they do not need to offer you a place.
