ACS gives an assessment for a valid and relevant degree. You do not need to have experience for that. The demand for network & systems engineers is higher than it was a few years back. Try to apply for a visa from your qualifications and experience. The only tip I can give someone is, the immigration scheme is pretty much open to everyone as long as they satisfy the requirements of getting a valid visa.
