Milk in Sri Lanka is expensive. Because the cost of production is high. It can be bought cheaper if cows are kept in Massive sheds like that which is in Middle East likes of Al Marai. Instead of giving cows to individual farmers Sri Lanka and geting it every day is expensive job. Since those poor people have to hire people and graze the cows every day. What a waste of manpower, time and money. It wastes fuel to transport those milk every day to farms and then to customers. It double the cost.
If a farm has massive sheds it is very cheap to produce milk ,since cows do not move much more milk is produced. Only cut grass,feed needs to be transported. It requires less people to take care of the cows and vacinate it. If truely government is interested in helping the poor let them licence a cow from the massive shed simliar to stocks in stockmarket. So as he would part of income from production of milk the cow produces. Cows also can be insaminated to produce calves. In this way it is a win win situation for both milk production farms and poor people. The cost of prodution will come down since economies of scale can be utilized.
