why PayPal services is limited in Sri Lanka

hope u know about PayPal services loft of people do transaction with this it's some way earning money also we can earn $ from it but there is a limitation for sri lankan
we can only send money can not receive (withdrawal ) money to it
if we ask from them why PayPal services is limited in Sri Lanka.they say limitation is because of the laws and financial regulations of the country. ask from you central bank

any one can u explain me what is issue with central bank of sri lanka
